The Department of Health and Human Services (HHS), Office of the Secretary, Office of General Counsel, is seeking applications for the position of Associate General Counsel in the National Complex Litigation and Investigations Division (NCLID). This is a Senior Executive Service (SES) career position, offering a unique opportunity to provide high-level legal counsel on nationally significant issues.

Duties & Responsibilities
- Oversee planning, policy formulation, and procedures for the Division
- Provide legal services for complex public health functions, including consultation and negotiation with corporations, federal agencies, state and local officials, national health organizations, and other stakeholders
- Interpret and apply federal statutes, establish interpretative standards for new programs, and prepare or review official communications
- Supervise litigation services, coordinate with the Department of Justice, and participate directly in high-profile cases involving complex legal challenges to administrative regulations and policies
- Manage all stages of litigation, including investigation, negotiation, discovery, trial, and expert-witness discovery
- Develop litigation strategy and provide executive judgment on departmental legal matters
Essential Qualifications
- Education: J.D. or LL.B. degree from an accredited institution (foreign degrees must be evaluated for equivalence)
- Licensure: Active membership or admission to the bar in a U.S. state, D.C., Puerto Rico, or a U.S. territorial court; judicial status or “good standing” is acceptable in some jurisdictions
- Experience: Progressively responsible senior executive-level management experience, typically at or above GS-15 or equivalent
- Leadership: Demonstrated ability in the five Executive Core Qualifications (Leading Change, Leading People, Results Driven, Business Acumen, Building Coalitions)
- Technical Skills: High-level litigation experience, including first-chair trial work in complex civil cases, experience with DOJ, and expertise in federal civil procedure, constitutional law, and health law
- Professional Competencies: Strong interpersonal, oral, and written communication skills; integrity; continual learning; public service motivation
